many of the British Post Offices, established in certain ports in China, are conducted At Shanghai and Chefou the post-offices are at present under the control of
postmasters appointed by the Postmaster General at Hongkong, but at the other ports, namely Pakhoi (Vung-chow), Canton, Swatow, Amoy, Foochow, Ningpo and Hankow
such offices are situated within the Consulate or the Consulate offices and the postal work is either performed or supervised by Consular Officers.

Before addressing you on the subject I called on His Majesty's Consuls at the seven above-mentioned ports for a report on the working arrangements of the respective post offices. I have the honour to inclose
